Oh now come on Dr Paul, be fair. He HAS changed foreign policy- he's going to kill fewer Iraqis and more Afghanis and Pakistanis. He must be thinking along the same lines as fishing quotas; you have to catch haddock instead of cod from time to time to give them a rest, otherwise there won't be any cod left!
