This maybe a reference to the prposed introduction of the alien/human hybrids.

Stage 10- Feeding frenzy ( ???-James Casbolt )

Stage 11- Take-over
This may refer to the HARVEST. Predicted at the end times

As I said, a timeline could help shed some light on this.
