Its not a "leaked secret memo," if you read it properly it says "a previously secret memo has revealed....! Note the word PREVIOUSLY. If you read further on it also says "the newly released policy document showed." So its not leaked, its not secret. I understand the desire to embelish the report but we should focus on the facts as they are presented to us.
