Yes that is true but tell me how much they would lose economic wise if hentai/j-idol crap was banned... they would lose ALOT of money as Japans main export is in fact its culture.

I think you should note the massive corruption and erosion between the police and the gangsters (yakuza!) vrs the normal person. i honestly wouldnt trust any number from Japan as they are very corrupt between government and gangster.
