Ronald Reagan's "Star Wars" - remember that ridiculous idea that people protested about?? LOTS of anti-nuke activity.
Corollary: lots of sound and microwave weapons used to disperse crowds (e.g. Greenham Common UK, Women's Peace Camp) in the day.

There are treaties (violated) about weapons in space. Maybe the upper atmosphere is a technicality, i.e. not 'space' per se. Or maybe it's a big NATO secret. It requires the dispersal of particulates. [Except: President Obama decided that he was going to scrap the plans for the Intercontinental Ballistic Missile Shield that would have been stationed in Poland and the Czech Republic.]
