A heavy duty staple gun and staples. Don't forget a heavy duty pair of scissors and a knife sharpener.

*also, not for repairing but I think it's going to be very important if fuel supplies including electricity are out: a high quality white goose down comforter with a high quality thread count (to keep the feathers in) covered with space blankets duct taped around the edges for water proofing and protection from insects. You can wrap this around you indoors or outdoors and sleep curled up in it if travelling, it's a little more practical than a sleeping bag as the space blanket will reflect heat.
