I don't know about the string, cryptography, conversion methods etc but there was an international military exercise this week in the Baltic (BALTOPS 2009), in case it has temporal significance for this topic.

Guernsey.

The Bailiwick of Guernsey is a British Crown Dependency in the English Channel off the coast of Normandy.

I would guess that means:

JW - I have no clue who that is...

But maybe it is like, the hint was dropped in the cartoons, figured out, and then both sites were sort of uncovered and Truth seekers scored two points, JW didn't sneak it by them so they got zero?
