First off, the gloves need to come off with criminals. Tough robust Policing, tough robust courts and a 'three strikes and your out' system ala USA brought in.

Top concern is drugs and gangs. gangs bring drugs, drugs bring crime, crime and drugs spiral out of control and before you know it law and order has collapsed inside inner city areas.

Then after that, education needs to be brought back to proper subjects, inside proper schools that are smart and disciplined. Start young, instill self respect and that will breed respect for others.
