Great post, but the premise sucks. I think the PTB are likely planning this, but it wont work. The reason it wont work is we (the good guys) will win, and assuming there is a "scrubbing" (which I dont think there will be in that sense) when they surface they will find a world that is different to the one they hid from - one they cannot control from thier level of conciousness.
