And pray tell, what does the Cato Institute have for a solution?

Is it that tired old model of cutting taxes? We've seen what cutting taxes has done for the last 8 years. Isn't it possible that cutting taxes only makes the rich people richer and depletes the coffers?

It would be nice if there were more NON-partisan folks coming out against this instead of just the right-leaning Cato Institute.
