This is absolutely hilarious! All humor aside, notice that between their lines George and Bill both look like zombies, or robots. "Lights on, no ones home" look in their eyes when they weren't speaking - especially Clinton, Bush looks like he's been hitting the bottle again...happy zombie pills, or something.

That was done with a video editing program. It's not real footage. The director and the monkey were added into the shot and the rest was comped together using a split screen technique.

It's still funny...I also assumed most everyone's seen the clip of a zombie-fied President Clinton filming a commercial, between the shots when the make-up artist was giving him touch-ups he had a completely dead, empty look in his eyes and his face was expressionless. On this one, he basically had the same empty look on his face.

I believe the clip I saw before was making the argument for mind control techniques being used on presidents and other high level officials, something along those lines.
