Fringe, Season 2, Episode 5
The crazy scientist guy mentioned that he worked on the MK ultra mind control program. The entire episode is about how chips had been implanted in people with the cover of helping them with sleep disorders and then the chips are used to experiment on them with mind control. Sounds a lot like good old Duncan O'finioan's testimony about MK ultra. With the exception of the subjects being military. They are really throwing it down this season on Fringe.

MKULTRA was used on" regular "humans (or I should say humans that had certain genetic lines and coming from lines where mother/father/grandfather/grandmother etc; had psi abilities) too. Some births were planned and genetic changes took place in utero.
