Remebered that I read a lenghty "article" about this and actually managed to find from my bookmarks.
Hopefully this comes handy to some one!

This was written in the article. ummmm my science teacher told me that water expands when it is frozen! Your ice cubes get bigger in the tray not smaller. oh well guess this guy went to smarter school.

I think it works both ways. When water freezes it expands because of the transformation into chrystalline structure, and when liquid, thermal expansion takes place. Just a guess tho.

That is because water is pretty special... It has a triple point for one and also as it freezes and the molecules start to slow down they form a crystaline structure which is less dense than water the reason for this is the strong covalent bond (which is almost ionic-like in nature) with H2O and its triangular nature causes a positive and negative nature to the molecule and they line up forming ice lighter than water.

Well at least that was what I learnt in my physics degree if that was 'correct' and not made up too.

Yep, fortunately floating already, so shouldn't increase the sea level, but a real indication of the rising temps down there. And the speed at which they're rising.
