It is easy to hide when you are in a craft that can move into a parallel reality just by sitting in the drivers seat and thinking about it. Remember, these ET races are ascended beings. They are by their nature 4th dimensional and we are 3rd dimensional. They can simply choose to be shifted to a frequency that is out side of the range any non-secret detection capabilities. The black government probably knows they are there. However, they are so cocky about things they will probably try to go for the hail marry any way.
