Well in computerized society, this analog would work:
A CPU doesn't monitor all the adresses in memory in real time either. Just once every timeframe...
But If you check for example every second what is going on, (Or what has "changed" in the picture ie less info to transmit.) and if it is interesting you check 24 times a sec.. And there will always be houses of <special> interest based on other information.
