My understanding is that yes, there was no treaty signed in Copenhagen, and no, the United States Senate did not pass a climate bill, but what is happening now is that the controllers are forging ahead on the
state and local level.
Alex Jones has reported today that there are test cities of Austin, TX (where he is) Los Angeles, San Francisco, and several other cities that are slated to have existing energy systems shut down and new, impractical energy systems built to replace them with new taxes to pay for them. The cities will get awards from the United Nations.
Also, the President of the United States has simply ordered the Environmental Protection Agency (EPA) to declare carbon dioxide a toxic waste.
