That one's actually about the Black Death, the plague in Europe.
"ring around the rosy"-refers to the characteristic sores a plague victim would get on their body.
"pocket full of posies"-the upper class used to walk around with flowers pressed to their faces because of the overpowering stench of death.
"ashes, ashes... we all fall down"-they'd burn the bodies of the dead, and catch the plague in the process, so they'd die sometimes too.
