Dr Ott feels that what Eisenhower was warning us about in his January 17, 1961 Farewell Address to the Nation was mind control techniques developed in universities under the direction of the Federal government.

Dr Ott wrote a paper entitled “The Sound of Silence” in which he states that the Paul Simon song of that title is about the research into mind control techniques that was taking place in Ivy League universities at that time, camouflaged as human performance experimentation.
