And without will, no real decision is taken.
A real decision requires the capacity to support the time and consequences of the decision. And this requires extreme will. And to support that will, internal strength is necessary.
And the events, the supporting of the events requires the building up of internal strength. Not the kind of energy that spirituality has brought us.
When there is really enough. In other words, when people have suffered enough of their own lethargic state, when they will have lost what they feared to lose, they will have sufficient anger to apply their will. But will they have the intelligence to channel that will for creation rather than for destruction?
