The video you also referred to in your post, that prompted this question/speculation, is thoroughly misleading in this regard either intentionally or out of ignorance. The so called north star, polaris, is not actually at the north celestial pole. It is about 3/4 of a degree away from it. Polaris is only called the north star by convention because it currently happens to be the closest bright star to the north celestial pole. There is NO daily wobble as the video purports to show.
