I don't see anything on top of those buildings out of the ordinary, I checked the Hatfield building in Portland, and the one in San Francisco too and all I see is air conditioners and rooftops. I don't know about the jails yet. I'm not saying you're right or wrong, I'm just saying that I can get a clear view of the tops of those buildings and there's nothing unusual there.
