I would use the supposed October surprise to prepare oneself and family. Get your bug-out bags ready. Fill your gas tanks. What would you do if your electricity were turned off for a week. Do you know what you'll take with you if you had to leave your house in 10 minutes and never return. Prepare, prepare, prepare. If nothing happens at least your ready and a better person for living the boyscout rule...be prepared.
