I'm a man of science. So i say neither.

It wasn't by design, but also its not exactly chance. Given the correct ingredients for life, sooner or later it is GOING to happen. its not chance that it does its a matter of time.

Back in the day, before amoeba and the other single cell beings, there was the weather ravaged primordial ocean, roiling with tide and laden with silts, nutrient rich particles and the building blocks of life. Eventually, after enough mixing in the tidal swells the bits stuck and life was begun.

Pretty simplistic explanation, mainly because i'm at work and pressed for time cos i'm writing another post about HDTV's, but thats the way i personally see it.
