The holding of pre-disaster simulations pertained to the impacts of a hurricane in Haiti. The Defense Information Systems Agency (DISA), which is under the jurisdiction of the Department of Defense (DoD), was involved in organizing these scenarios on behalf of US Southern Command.(SOUTHCOM).

It's kind of interesting about TISC going live 2 days later on Jan 13th.

Reading that article about Haiti, it would appear to me that NGO's and relief agencies could also be more closely monitored now. If planned, are these disasters just pretenses for implementing electronic global surveillance? That's it? 911 and 7/7 occurred during military training exercises.
ECHELON had some Congressional troubles in 2000, too. After 911 I guess those concerns went out the window.
