I've asked this before with no results... but hey, another time might be fruitful.

George Kavasillas is the only person I've heard that has made a distinction between the Galactic Federation of Light and the Galactic Council of Light, the latter one benevolent.

I've tried to find more on this subject but it's not being very fruitful. If anyone might have more information, I am interested.
