Indeed disclosure has already happened, but there is a difference between disclosure by trustworthy people and public admission by the Government. For example, circulation of such information is still very limited, and almost unknown to the uninterested people, and certainly not heard by many people in China. I believe the large part of the world needs be ready (or at least 51%?) for such an important event to take place. This may the reason behind increasing UFO activity in China.
