I have some questions...
1. Didn't FEMA used to be the good guys who'd help out in natural disasters, like twisters, big fires, ?
2. And that all went down the crapper after Hurricane Katrina, because of convergence of FEMA and Homeland Security? (So, nobody in FEMA had a clue about how to handle a natural disaster anymore.)
3. Is the flu a natural disaster?
4. I thought Homeland Security was about catching "bad guys," not putting out fires.
5. Which agency before this ridiculous Homeland Security era looks after public health?
6. Is this a coup d'etat?
I don't get why soldiers/ the military is needed to help "battle" a flu. Are they, like, antibodies?

Which makes it all the more difficult to understand why, at this moment, the country's premier agency for dealing with such events -- FEMA -- is being, in effect, systematically downgraded and all but dismantled by the Department of Homeland Security.

It looks like a very shoddy plan
