The codex is stealthed in on an international cg EU level.
The provision in the WTO that any country that has not implemented the codex will automatically lose a trade dispute with a country that has implemented it, regardless of the merrits of the case, will force all countries to implement the codex for economic reasons. I don't see what petitions to governments like this could do, even in the case they would actually get an ear.
