Well it was the result of a design competition, so I think you would have to ask the winner :P

From what I read in the article though it hasn't even been built yet, so maybe they will throw some pentagrams and sacred G's on it during the process hehe

It appears that the trees in the corner are on the 13th floor. That should be enough symbolism to work with for now.
