Not exactly free energy (it needs the solar panels + the catalyst) but it should be cheap and quite clean.

Hahaha! I was JUST about to post this myself. Interesting stuff. Let alone sponsered by a DARPA affiliate!!! At least this is a step in the right direction. If only we could get the free energy guys in too. :(
