Default Texas on High Alert with Mexico Updates

Hi everybody,

The Governor of Texas has put the State on high alert because of the violent clashes on the Mexican side of the border.

He stated in a recent interview that the State is on high alert to avert the sudden influx of hundreds of thousands of Mexicans fleeing from Mexico because of the escalation of violence between the drug cartels and the miltaryand police.

Protests have been increasing in the streets demanding the military to be taken away from the border town and it has been reported that the drug cartels have even used bazooka rounds against the miltary.

The Texan governor also stated that his forces are ready, independantly of whether the White House orders action or not.

I will post more information as I can get it.

Seriously, this is a pretty serious conflict. I blame the War on Drugs for the escalation of violence related to the global drug market.

Hi Kly,

He was being interviewed on Fox News about the problem in Mexico and he announced that his State troopers were ready and willing to go.

The interviewer (not Kelly, the guy on the same program) tried to cut him off...

This has been going on for some time (although don't know about the alert), and people who legitimately can leave Mexico are doing so, I think. Particularly in the border areas. I have a friend who went through some pretty scary stuff last year (or even the year before, can't remember exactly), nearly having her daughter kidnapped, etc., and she moved her family over to the States. This is not exactly a new thing.

If we as a people cannot see the reason for these folks getting our whole world hooked on the drugs in the first place. The least we can do is get out the information on how to get off the drugs. The whole idea that the U.S. made this war.. "war on drugs" just put the substance and abuse in the front of the face of the youth. I am about done reading this guys book. Very good way to get a human to use their own mind to be free.

AUSTIN — The state and federal governments have prepared contingency plans to deal with spillover violence from across the border as Mexican troops clash with ruthless drug cartels terrorizing Mexico.

"Anything you can think of that’s happened in Mexico, we have to think could happen here," said Steve McCraw, Gov. Rick Perry’s director of homeland security. "We know what they’re capable of."

A crackdown by Mexican President Felipe Calderon has turned Ciudad Juarez, just across the border from El Paso, into a war zone as federal troops battle feuding cartels.

Thousands of soldiers and agents have surged into the border city in the government’s latest effort to free Mexican citizens from a daily spectacle of assassinations, kidnappings and beheadings ordered by rival drug czars.

McCraw predicted that the violence in Mexico "will get worse before it gets better."

Mexico’s active-duty armed forces number more than 130,000 and are being aggressively used to combat the cartels. But U.S. Sen. John Cornyn, R-Texas, told reporters last week that Mexico’s two largest drug cartels have fielded a combined army of 100,000 foot soldiers to battle not just government forces but also one another.

WASHINGTON (AP) -- Defense Secretary Robert Gates says the U.S. is in the position to provide more help to Mexico in the fight against drug cartels operating near the U.S. border.

Gates says some of the old biases against cooperation between the U.S. and Mexican militaries are being set aside amid the growing violence. He sees the U.S. providing Mexico with training, resources and surveillance and intelligence capabilities.

In Gates' words, the border drug war is "clearly a serious problem."
Gates also praises Mexican President Felipe Calderon (fay-LEE'-pay kahl-duh-ROHN') for taking on the drug cartels. The Pentagon chief says one reason the situation has gotten so bad is that previous Mexican presidents wouldn't deal with the problem head-on.

Gates was interviewed on NBC's "Meet the Press."

The U.S. Defense Department thinks Mexico's two most deadly drug cartels together have fielded more than 100,000 foot soldiers - an army that rivals Mexico's armed forces and threatens to turn the country into a narco-state.

"It's moving to crisis proportions," a senior U.S. defense official told The Washington Times. The official, who spoke on the condition that he not be named because of the sensitive nature of his work, said the cartels' "foot soldiers" are on a par with Mexico's army of about 130,000.

The disclosure underlines the enormity of the challenge Mexico and the United States face as they struggle to contain what is increasingly looking like a civil war or an insurgency along the U.S.-Mexico border. In the past year, about 7,000 people have died - more than 1,000 in January alone. The conflict has become increasingly brutal, with victims beheaded and bodies dissolved in vats of acid.

This is the latest of a series of bloodbaths in Mexican jails that have killed 83 prisoners in six months. They are associated with the drug wars outside which killed over 6,000 in 2008 and well over 1,000 so far this year.

The different cartels are fighting each other for supremacy in strategic cities and states around the country, as well as fighting an unprecedented military-led crackdown launched by president Felipe Calderón two years ago. Juarez, just over the border from El Paso, Texas, is currently the most violent front in the wider war.

Military may help Mexico fight drugs

WASHINGTON (AP) -- President Barack Obama was briefed Saturday by Joint Chiefs of Staff Chairman Adm. Mike Mullen about the drug wars in Mexico and wanted to know how the United States can help.

"Clearly one of the things the president was interested in was the U.S military capability that may or may not apply to our cooperation with the Mexicans," said a U.S. military official who requested anonymity because the discussions were private. "He was very interested in what kind of military capabilities may be applied."

Mullen briefed Obama Saturday morning about discussions with Mexican military leaders about the drug wars there.

Mullen, who was in Mexico on Friday, has referred to the recent spike in violence as a crisis. Mullen has said Mexico could borrow from U.S. tactics in the fight against terrorism as it battles a crisis of drug-related violence along the U.S.-Mexico border.

On Saturday, the military official said the additional U.S. help could come in the form of U.S. equipment and intelligence-sharing.

"We're already sharing information with the Mexican military and have been looking for ways to expand that particularly in the realm of intelligence," the official said.

Staggering under the crushing burden of two shooting wars in the Middle East, America now finds herself increasingly involved in a third deadly conflict, this one directly south of her border with Mexico. Nearly eight thousand individuals—goodguys (however you define the term), badguys, innocent bystanders—have been killed so far.

Reportedly, this third war, although it is said to have begun as a struggle over turf between Mexican drug gangs, is being waged between those gangs and the Mexican government, which stupidly stuck its nose in when the intelligent strategy would have been to simply police the sidelines, in order to minimize potential casualties among uninvolved non-combatants, and let as many violent gangsters kill each other as possible.

Now I suppose you will anticipate who, according to politicians and the press, the great villain is, in all of this. That's correct, the good old U.S.A. Two reasons are offered for this. (There may be others, but although I fancy myself as sort of a political profiler, I get headaches trying to "think" like a socialist for too long at a time.)

The first reason is that, supposedly, Americans are the biggest drug consumers on the planet. There may be some truth in this: it becomes more and more difficult, every day, to live inside the mess that the Democrats and Republicans have fashioned for us. Chemicals do help, indeed; I prefer tequila, another run-for-the-border import. The Ragnorak del Sud is over territory in Mexican states that butt up directly against California, Arizona, New Mexico, and Texas, making it relatively easy to smuggle drugs into this country over (or under) the border.

For the Obama White House, pondering how to reshape the Bush administration's war on drugs, the concerns presented by the deepening crisis in Mexico are twofold.

The first was highlighted by the chief of staff, Rahm Emanuel, talking about US-Mexican counter-narcotics co-operation. "They want to clearly stop the guns from the United States going south. We want to stop the drugs coming north," he said.

The second concern is about another equally pernicious commodity migrating north: the violence. The announcement last month that 730 people had been arrested across the US following a 21-month investigation into Mexico's Sinaloa drug cartel confirms suspicions that the cartels are taking root in the US.

WASHINGTON -- President Barack Obama said Wednesday that he is considering new border security measures, including the possibility of National Guard deployments, to combat the spillover of violence by Mexican drug cartels.

In an interview with reporters, the president also defended his economic and budget proposals while dismissing Republican opposition in Congress with the observation that "it is easy to say no.''

Commenting on the border security issue, Mr. Obama noted that Admiral Michael Mullen, the chairman of the Joint Chiefs of Staff, had met recently with his Mexican counterparts to assess the degree of the threat from the aggressive gangs.

While saying that he wanted to avoid "militarizing'' the nation's long southern border, Mr. Obama said:

"We're going to examine whether, and if, National Guard deployments would make sense and in what circumstances they would make sense as part of this overall review of our border situation.

"I haven't drawn any conclusions yet. I don't have a particular tipping point in mind," he added."I think it's unacceptable if you've got drug gangs crossing our borders and killing our citizens."

Turning to his budget, Mr. Obama rejected GOP assertions that it represented some drastic lurch to the left.

"For them to success that this was some radical assault on the rich makes no sense whatsoever," he said.

He noted that, most of the tax increases in the budget -- the rescinding of Bush administration tax cuts for more affluent taxpayers -- had, as a matter of law, already been anticipated in Bush administration budgets although Republican then and now argued that they should be made permanent.

Asked whether he had expected the unity and discipline of GOP attacks on his economic program he said, "I'm not surprised because opposition is always easy, saying not to something is easy; saying yes to something and figuring out how to govern and solve problems is hard."

MEXICO CITY — Mexico said Monday it will increase tariffs on about 90 U.S. products in retaliation for last week's decision to end a pilot program that allowed some Mexican trucks to transport goods in the United States.

Economy Secretary Gerardo Ruiz Mateos said the U.S. decision violates a provision of the North American Free Trade Agreement that was supposed to have opened cross-border trucking by January 2000.

"We consider this U.S. action to be wrong, protectionist and a clear violation of the treaty," Ruiz Mateos told reporters. "By deciding to protect their trucking industry, they have decided to affect other countries and the region."

The measure will affect about $2.4 billion in trade involving approximately 90 agricultural and industrial products from 40 U.S. states. Ruiz Mateos said the department later this week will publish a list of the products, which he said were chosen to represent a large number of U.S. states and significant trade items.

He did not specify how much tariffs would be increased, but said "the retaliatory measures are the cost the United States is going to have to pay for failing to fulfill its obligations under NAFTA."

The action alarmed Rep. Kevin Brady of Texas, the ranking Republican on the trade subcommittee of the House Ways and Means Committee. Wheat and beef are two of his states top three exports.

"We've got a tough economy. We are going to lose sales, ag sales of exports that we are selling into Mexico and that may well go to other countries," he said. "If you raise (duties), our wheat or beef may not be competitive to Mexico consumers."

A pilot program begun in 2007 that had allowed a few Mexican trucks beyond a border buffer zone died last week when President Barack Obama signed a sweeping government bill that barred spending on it.

But the administration says Obama has asked the office of the U.S. Trade Representative to work with the Department of Transportation, State Department and Congress to create a new trucking program.

Rep. Sander Levin, a Michigan Democrat who chairs the Ways and Means trade subcommittee, said he was "disappointed that the Mexican government has decided to retaliate, given that the Obama Administration has publicly committed itself to working with the Congress and the Mexican government to address this and related issues."

Activists and industry associations in the United States had argued that Mexican trucks are unsafe.

"No trade agreement should obligate us to compromise our highway safety," said Sen. Byron Dorgon, a North Dakota Democrat.

But Ruiz Mateos said the Mexican trucks crossing the border are safe:

"The argument was that the trucks did not comply with their safety rules, despite the fact that during the pilot program there were more than 46,000 crossings without any significant incidents," Ruiz Mateos said. "The Mexican trucks even exceeded the U.S. safety standards in some cases."

Brady said that another 800 Mexican trucks have been shipping throughout the U.S. since the 1990s with safety records equivalent to U.S. trucks. The trucks were grandfathered in when NAFTA was signed.

Ruiz Mateos said Mexico remains open to resolving the dispute and is "confident that we will find a satisfactory solution on this issue."

The trucking program is one of the last and largest disputes between the U.S. and Mexico over the 1994 NAFTA accords.

In 2001, Mexico brought the case before a dispute-resolution panel, which recommended that the United States comply with the program and allow Mexican trucks within its borders.

Thanks p and l, there's a lot of good info here! Yes we need to stop the flow of guns and drugs across our borders, but as far as the drug war spilling over into the US, It's just not going to happen. Yes we might have a few problems with it but it won't get to a serious all out war with the drug cartels in our country.
We're too well armed, militarily and in just about every household. We just won't let it happen! I think people in other countries don't realize how well armed americans really are, and that a lot of us grew up with guns in our homes.
It's just like the gun ban that's being talked about, it just won't happen, there's far to many to even think about confiscation, it's a rediculous idea.

Texas Gov. Rick Perry's office said it had not received official notice of the reassignment of federal agents and could not comment.

WASHINGTON – Seeking to stanch the flow of drugs, guns and violence saturating the Mexico-U.S. border, the Obama administration is preparing to send more federal agents as reinforcements.

The Bureau of Alcohol, Tobacco, Firearms and Explosives is sending 37 agents to the region, while the Immigration and Customs Enforcement Agency may reassignment at least 90 officers to the border, and official familiar with the plan said. The official requested anonymity because the plan has not yet been announced.

The deployments are part of President Barack Obama's first moves to boost federal security on the U.S. side of the border.

The additional immigration agents could double the size of an ongoing ICE task force that has been working with other federal agencies to fight the criminal organizations contributing to the border violence.

The ATF agents will be added to anti-gunrunning teams in McAllen, Texas; El Centro, Calif.; and Las Cruces, N.M., as well as to U.S. consulates in Juarez and Tijuana. Some of the reinforcement costs will be covered with economic recovery money recently approved by Congress.

A 21-year-old man had been pistol-whipped throughout the house, the gun discharging at one point, as the attackers demanded money, the victim reported. His wife had been bathing their 3-month-old son when the intruders arrived.

Sergeant Azuelo quickly began to suspect that the pistol whipping he was investigating was linked to a drug dispute. Within minutes, his detectives had found a blood-spattered scale, marijuana buds and leaves and a bundle of cellophane wrap used in packing marijuana.

Most often, police officials say, the invasions result from an unpaid debt, sometimes involving as little as a few thousand dollars. But simple greed can be at work, too: one set of criminals learns of a drug load, then "rips" it and sells it.

Since officials here formed a special squad last year to deal with home invasions, they have counted more than 200 of them, with more than three-quarters linked to the drug trade.

WASHINGTON (AP) - Members of Congress may be alarmed by the surge in Mexican drug violence and its potential to spill across the border, but they grow silent when the talk turns to gun control as a solution.
With related kidnappings and killings occurring in the U.S., the Obama administration is likely to shift dozens of enforcement agents and millions of dollars to the fight against Mexican drug cartels.

Yet when Attorney General Eric Holder suggested reinstituting a U.S. ban on the sale of certain semiautomatic weapons, many lawmakers balked. The 1994 ban expired after 10 years.

"The Second Amendment Task Force opposes the discussed ban and will fight any attempts that infringe on our Second Amendment rights," said Rep. Paul Broun, R-Ga., a chairman of the group. Six Democrats and six Republicans co-signed his statement.

WASHINGTON – The Obama administration plans to send more agents and equipment to the southwestern border to fight Mexican drug cartels and keep violence from spilling over into the United States.

Speaking at the White House Tuesday, Homeland Security Secretary Janet Napolitano said officials were still considering whether to deploy the National Guard to the border. She plans to meet with the governor of Texas to discuss the matter.

Deputy Attorney General David Ogden pledged "to destroy these criminal organizations" through a united effort on both sides of the border.
Secretary of State Hillary Rodham Clinton will travel to Mexico Wednesday for the start of several weeks of high-level meetings between the two countries on the drug violence issue.

TENAHA, Texas— You can drive into this dusty fleck of a town near the Texas-Louisiana border if you're African-American, but you might not be able to drive out of it—at least not with your car, your cash, your jewelry or other valuables.

That's because the police here allegedly have found a way to strip motorists, many of them black, of their property without ever charging them with a crime. Instead they offer out-of-towners a grim choice: voluntarily sign over your belongings to the town, or face felony charges of money laundering or other serious crimes.

More than 140 people reluctantly accepted that deal from June 2006 to June 2008, according to court records. Among them were a black grandmother from Akron, who surrendered $4,000 in cash after Tenaha police pulled her over, and an interracial couple from Houston, who gave up more than $6,000 after police threatened to seize their children and put them into foster care, the court documents show. Neither the grandmother nor the couple were charged with any crime.

Officials in Tenaha, situated along a heavily traveled highway connecting Houston with popular gambling destinations in Louisiana, say they are engaged in a battle against drug trafficking and call the search-and-seizure practice a legitimate use of the state's asset-forfeiture law. That law permits local police agencies to keep drug money and other property used in the commission of a crime and add the proceeds to their budgets.

I think it was on Coast to Coast AM that I recently heard someone mention, (and now considering this may become a trend) to not carry anything more than you need to in your vehicle, especially if it will be unattended for any period of time. Leave all valuables, excess cash, credit cards and documents not necessary for traveling at home.

WASHINGTON — An epidemic of drug-related violence that has claimed thousands of lives in northern Mexico and begun to spill over into U.S. border cities has once again thrust Mexico into the first tier of President Barack Obama's security concerns.

The administration announced Tuesday that it's sending more federal agents and high-tech equipment to the U.S.-Mexican border in an attempt to blunt violence in both countries. One aim is to stanch the flow of U.S. weapons into Mexico , which Mexican officials say is fueling the drug wars.
The new steps are a response to a growing outcry by politicians in border states and on Capitol Hill . There have been more than 7,000 drug-related murders in Mexico since January 2008 and the violence, while largely confined to less than a half-dozen cities, is testing the Mexican government's security forces.

"This issue requires immediate action," Homeland Security Secretary Janet Napolitano said on Tuesday. "We are guided by two very clear objectives. First, we are going to do everything we can to prevent the violence in Mexico from spilling over across the border. And second, we will do all in our power to help (Mexican) President ( Felipe) Calderon crack down on these drug cartels."

I believe most of these murders and kidnappings are mostly drug traffickers not unsuspecting US citizens.

MEXICO CITY (Reuters) - An "insatiable" appetite in the United States for illegal drugs is to blame for much of the violence ripping through Mexico, U.S. Secretary of State Hillary Clinton said on Wednesday.

Clinton acknowledged the U.S. role in Mexico's vicious drug war as she arrived in Mexico for a two-day visit where she discussed U.S. plans to ramp up security on the border with President Felipe Calderon.

A surge in drug gang killings to 6,300 last year and fears the violence could seep over the border has put Mexico's drug war high on President Barack Obama's agenda, after years of Mexico feeling that Washington was neglecting a joint problem.

"Our insatiable demand for illegal drugs fuels the drug trade. Our inability to prevent weapons from being illegally smuggled across the border to arm these criminals causes the death of police officers, soldiers and civilians," Clinton told reporters during her flight to Mexico City.

"I feel very strongly we have a co-responsibility."

Prohibition.

Did we stop people from drinking, even though it was against the law?

Nope.

Did we fuel criminal gangs with lots of money, enabling them to buy weapons and terrorize the public?

Yep.

Did we learn a damn thing from this sorry episode in American history when it comes to prohibiting the consensual use of intoxicating substances by adults?

Absolutely not.

Maybe this economic dislocation will provide the same impetus for legalization, licensing and taxation that The Depression did for booze - the appearance of the almighty dollar sign in politicians eyes as other tax revenues inexorably shrink towards zero.

Hope springs eternal for a sensible action from our nation, after nearly one hundred years of stupidity in relationship to drug control policy throughout the United States.

If Hillary really wants to de-nut the Mexican Drug Gangs (and the drug gangs in this country) the most effective way to do so is to destroy their ability to make a profit, and there is only one way to accomplish that.

WASHINGTON – The Mexican government is not on the verge of collapse, the top U.S. intelligence official said Thursday, seeking to tamp down increasing alarm over the powerful and violent drug cartels operating in the country that is the United States' southern neighbor.

"Mexico is in no danger of becoming a failed state," said National Intelligence Director Dennis Blair at his first news conference Thursday.
Echoing the assessment of Mexico's leaders, Blair said the dramatic increase in killings in Mexico is a result of that government's crackdown on drug cartels.

A U.S. military planning report issued in January warned that the escalating violence is dangerously destabilizing Mexico and warned its government could collapse. But Blair said there is no danger of that.

Nevertheless, the Obama administration announced Tuesday that it will dispatch nearly 500 more federal agents to the border, along with X-ray machines and drug-sniffing dogs, to stop the spillover of violence into the U.S. from Mexican drug smugglers and immigrant smugglers. National Guardsmen might also be sent.

"The Mexican campaign is our campaign," Blair said.
