Yes, I went (semi-) willingly, was very young and inexperienced, had dropped out of college and didn't know what else to do. I was fortunate to be enlisted when not much was going on -- and didn't have to go to war. The idea of an ROTC scholarship is, yes, a way for them to get young officers in exchange for the cost of education. I don't know the details, but please, stay away from it. Consider taking courses online. By the time you would be out of college, degrees won't mean much anyway.
