Back in 1995/1996 the US Airforce produced a research paper named Air Force 2025
This is a massive document or series of individual sub projects including Space Lifts, Hypersonic Attck Platforms, Counterair, Transatmospheric and Hypersonic vehicles, Unmanned surveillance and attack aircraft and the subject of this article ' Owning The Weather'

'Owning the Weather'

I quote from their executive summary


'In 2025, US aerospace forces can “own the weather” by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications. Such a capability offers the war fighter tools to shape the battlespace in ways never before possible. It provides opportunities to impact operations across the full spectrum of conflict and is pertinent to all possible futures.

The purpose of this paper is to outline a strategy for the use of a future weather-modification system to achieve military objectives rather than to provide a detailed technical road map.
A high-risk, high-reward endeavor, weather-modification offers a dilemma not unlike the splitting of the atom.

While some segments of society will always be reluctant to examine controversial issues such as
weather-modification, the tremendous military capabilities that could result from this field are ignored at our own peril. From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary. Some of the potential capabilities a weather-modification system could provide to a war-fighting commander in chief (CINC) are listed in table 1.
Technology advancements in five major areas are necessary for an integrated weather-modification capability:

(1) advanced nonlinear modeling techniques, (2) computational capability, (3) information
gathering and transmission, (4) a global sensor array, and (5) weather intervention techniques.

Some intervention tools exist today and others may be developed and refined in the future.'

The Operational capabilities Matrix for this include

Precipitation enhancement or denial

Storm Enhancement and Modification

Fog and Cloud Removal or Enhancement

Space Weather

The paper goes on to say

'Current technologies that will mature over the next 30 years will offer anyone who has the necessary resources the ability to modify weather patterns and their corresponding effects, at least on the local scale. Current demographic, economic, and environmental trends will create global stresses that provide the impetus necessary for many countries or groups to turn this weather-modification ability into a capability.
In the United States, weather-modification will likely become a part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels.'

It also goes on to state

'In the broadest sense, weather-modification can be divided into two major categories: suppression and intensification of weather patterns. In extreme cases, it might involve the creation of completely new weather patterns, attenuation or control of severe storms, or even alteration of global climate on a far-reaching and/or long-lasting scale.'

'The essential ingredient of the weather-modification system is the set of intervention techniques used to modify the weather. The number of specific intervention methodologies is limited only by the imagination, but with few exceptions they involve infusing either energy or chemicals into the meteorological process in the right way, at the right place and time. The intervention could be designed to modify the weather in a number of ways, such as influencing clouds and precipitation, storm intensity, climate, space, or fog.'

The article then goes on to explain the two main methods of weather and atmospheric manipulation namely seeding the atmosphere (chemtrails) and Ionosphereric manipulation (HAARP)

This is a long and detailed document and is a Research Paper done some 12 or 13 years ago but given the current evidence of weather manipulation by chemtrails and HAARP does go to show intent on behalf of the US government and that there is strong reason to believe that both Storm Generation and Enhancement are not figments of our imaginations but real and dangerous probabilities.

FYI; On December 10, 1976 the UN security council passed a resolution to BAN weather warfare.


Hah hah.. how can they ban something that supposedly doesn't exist? And how many other countries does the UN know about that have this capability...?

Like China?

China uses these in old anti aircraft guns... Most farmers have one

October 13, 1947


Project Cirrus was the first attempt to modify a hurricane. It was a collaboration of the United States Weather Bureau, the US Army Signal Corps, the Office of Naval Research, and the US Air Force.[1] After several preparations, and initial skepticism by government scientists, the first attempt to modify a hurricane began on October 13, 1947 on a hurricane that was heading west to east and out to sea.

An airplane flew along the rainbands of the hurricane, and dropped nearly 80 pounds of crushed dry ice into the clouds. The crew reported "Pronounced modification of the cloud deck seeded". It is not known if that was due to the seeding. Next, the hurricane changed direction and made landfall near Savannah, Georgia. The public blamed the seeding, and Irving Langmuir claimed that the reversal had been caused by human intervention. Cirrus was cancelled. Lawsuits were threatened. Only the fact that a system in the 1906 season had taken a similar path, as well as evidence showing that the storm had already begun to turn when seeding began, ended the litigation. This disaster set back the cause of seeding hurricanes for eleven years.

NEW ORLEANS -- A U.S. Air Force Reserve C-130 Hercules from the 910th Airlift Wing at Youngstown Air Reserve Station, Ohio, sprays Dibrom, a pesticide approved by the U.S. Environmental Protection Agency, over the city Sept. 13. The C-130 crew plans to spray the New Orleans area first, then other affected Gulf Coast areas as required. Crews will target are primarily mosquitoes and filth flies, which are capable of transmitting diseases such as Malaria, West Nile virus, and various types of Encephalitis. The C-130 is capable of spraying about 60,000 acres per day. 050913-F-5964B-033


If you wake up early in the morning and happen to spot this aircraft flying over leaving a barely visible trail... do not worry its not "Chemtrails"... it is merely DIBROM, a pesticide and this single aircraft can cover 60,000 acres per day. Might be a good idea to cover the BBQ though.

Water is prized in western Kansas, where aquifers are suffering and farms are miles wide and generations deep; a scant half inch of rain can mean the difference between a successful season and a failed one.

But when it comes in the form of fist-sized balls of ice known as hail, water's more than a menace. It can damage and even destroy crops.

That's where the Western Kansas Weather Modification Program and other cloud-seeding operations across the western U.S. come in. The WKWMP is among about 10 programs that tinker with the weather — either by trying to cut the size of hail or boost rainfall and snowpack. They do it largely by shooting up storm clouds with silver iodide or dry ice mixtures.

Should Government Aircraft Spray
Chemicals on Residential Areas?

Note to the government: When you unilaterally send aircraft to spray unfamiliar chemicals over residential areas, the public will get very worried.

Environmental activists will pick through mounds of official documents in an attempt to make sense of what you are doing: Will it affect our health?

Since material safety data sheets can make even the most benign molecules sound terrifically dangerous, vigilant citizens will express their concern about rather innocuous substances -- damaging their credibility with the scientists who should listen to their concerns -- and making it hard to sort out any real threats. In some cases, the wording of those documents is so alarming that it could give activists reason to believe that the spraying is part of a mind control program.


Excerpt from LBAMspray.com:

Check this MSDS from Dupont one of the 3 ingredients listed includes "1,2-BENZISOTHIAZOLIN-3-ONE" which is in LBAM-F. See Page 2 under "Potential Health Effects" "SIGNS AND SYMPTOMS EFFECTS OF ACUTE OVEREXPOSURE: High oral doses can cause apathy (lack of feeling or emotion)."

Even if you have the best intentions, to eradicate a tiny moth that could destroy dozens of fruit crops, be prepared to explain your plans, and seek the approval of the public, before getting started with such a controversial program.

Example

Early last year, the California Department of Food and Agriculture became aware that light brown apple moths, Australian pests, had reached twelve counties around the San Francisco Bay Area. Citing studies that the creatures could devastate fruit crops, they launched an aggressive and multifaceted effort to eradicate them.

In addition to spraying the natural pesticide spinosad, covering infested plants in a bacteria that destroys the moth larvae, and releasing wasps that prey upon their eggs, the agency began dropping tiny plastic pellets from low-flying aircraft. Those capsules are infused with two pheromones, chemicals that can confuse the moths and prevent them from mating.

From an academic point of view, the government approach is a textbook case of integrated pest management, which has the best of intentions -- to get rid of the bugs without using the most toxic types of pesticide. Activists regard the unchecked release of chemicals over their homes as a violation of their civil liberties and a potential threat to their health.

"This issue is about our rights," says John Russo of Stop the Spray. "It is our body, and our decision. We have a right to determine what happens to our own bodies."

On Tuesday, the California Senate Agriculture Committee will review a bill that could put a halt to the spraying. Russo and other activists will be there.

Project Stormfury


Hurricane Katrina-08-28-2005 Category Five


Project Stormfury was an ambitious experimental program of research on hurricane modification carried out between 1962 and 1983. The proposed modification technique involved artificial stimulation of convection outside the eyewall through seeding with silver iodide. The invigorated convection, it was argued, would compete with the original eyewall, lead to reformation of the eyewall at larger radius, and thus, through partial conservation of angular momentum, produce a decrease in the strongest winds.

Since a hurricane's destructive potential increases rapidly as its strongest winds become stronger, a reduction as small as 10% would have been worthwhile. Modification was attempted in four hurricanes on eight different days. On four of these days, the winds decreased by between 10 and 30%, The lack of response on the other days was interpreted to be the result of faulty execution of the seeding or of poorly selected subjects.

These promising results came into question in the mid-1980s because observations in unmodified hurricanes indicated:

1. That cloud seeding had little prospect of success because hurricanes contained too much natural ice and too little supercooled water.
2. That the positive results inferred from the seeding experiments in the 1960s stemmed from inability to discriminate between the expected results of human intervention and the natural behavior of hurricanes.
