5. Initiates the US Treasury Bank System with new U.S. Treasury currency backed by gold. The Federal Reserve is abolished; Federal Reserve facilities and most personnel are absorbed into the US Treasury Bank System.
6. Abolishes Income Taxes in US and creates a national sales tax on new, non-essential items as revenue for government. Essential items such as food and medicine, and used items, are exempt from the sales tax.

"Finally in 1998, the powerful US military Generals and Admirals consulted with constitutional law experts regarding the lack of progress in getting the much-needed reformations implemented. The Generals, Admirals, and constitutional law experts all knew the US Supreme Court Judges were purposely stalling the reformations process. It was decided that the only other way to accomplish the crucial reformations was to compile all the needed reformations into a law and have the law passed by Congress. The National Economic Security And Reformation Act (NESARA) containing required reformations was submitted to Congress in 1999 where it sat with little action for almost a year. Late one evening in March 2000, a written quorum call was hand-delivered by Delta Force and Navy SEALs to only members of the US Senate and the US House who were sponsors and co-sponsors of NESARA. The members were immediately accompanied by the Delta Force and Navy SEALs to their respective voting chambers where they passed the National Economic Security And Reformation Act."

My comments: There is absolutely no evidence that this actually happened.

The original author of the actual “National Economic Stabilization and Recovery Act” (hereinafter "NESARA"), which was actually a group of proposals authored by a Dr. Harvey F. Barnard (died, 2005) in 1996. Dr. Barnard published several proposals and sent them to congress, but they were not well received. So in 2000, he published the NESARA on the internet followed by his formation of "The NESARA Institute" in 2001. A student of 'JZ Knight', Shaini Goodwin (username: the "Dove") got wind of the proposals and started the bogus rumor of the , “National Economic Stabilization and Recovery Act of 2000”, which she also nicknamed NESARA; her bogus rumor is the myth we address here.

The fact remains, the author of the proposals until his death and the Institute he founded continue to contest that the NESARA proposals have never even received a tracking number as a proposed bill before Congress — in fact, according to the Institute’s website, as of March 23, 2008, the Institute is still looking for a congressman to sponsor the bill.

Some NESARA detractors claim that NESARA is a cult designed primarily to provide an income to Goodwin and others. They point to the fact that Goodwin, Lee, and Nidle frequently ask their readers to donate money.[25][26][27] Goodwin, who also asks readers to donate their frequent flyer miles,[28] claims that she needs and has used the funds to travel to various locations around the world to secretly meet with high-level government officials about getting NESARA announced.[

Barnard became aware of Goodwin's description of NESARA before his death in 2005. He denied that NESARA had been enacted into law or even assigned a tracking number, and condemned Goodwin's allegations as a disinformation campaign.[24] Goodwin, for her part, dismisses the NESARA Institute as a disinformation front for the Bush family.
