the rules of this House mandate that Members be given a minimum of 3 days to review legislation. That is a rule of the House. Yet the Republican leadership frequently resorts to the use of martial law to push through legislation by requiring a same-day vote.

That is not necessarily going to happen now. Please don't panic folk - I can't find anything in Reuters et al, so have a cup of camomile tea or a cool natural lemonade and chill out. Even if Santa Claus arrives and says 'hey - it's really me' I reckon you're so hyped you may even believe it! I think you overlooked one of my posts. the House inacts this to force a sameday vote which is what they might be doing to pass the bailout plan.

Pelosi has also imposed the Congressional equivalent of martial law, invoking emergency rules and procedures that will allow the bill to go to the Rules Committee, get a rule, and bring the bill to the floor all on the same day.
