A "Backbone" in PC Terms means that instead of there being a Physical Server on the Net providing a particular Service - It can also be "Backboned" by Anonymous PCs on the net that have the applicable Sofware and or Hack installed on them.

This is done alot in Peer 2 Peer Software as usually Copyrighted Material is traded between Users and would likely come under scrutiny if the Server was a Physical one on the Net. Authorities could then scan that Computer or Server, and see its Black-Market Content, shutting it down in the process.

With Anonymous PCs as "Backbones" for Services such as these P2P Apps - Its virtually impossible for the Authorities to track down the Offenders as IPs are not always static and can be very variable in terms of Addressability - Hence very hard to find..
