Directions are in Jim Humble's book. You mix them separately - the citric acid is mixed at 9 parts distilled water to 1 part citric acid. and is in one bottle
The sodium chlorite is a bit dicier, and his directions are for making bottles in groups of 13 (since you use 100 gms of sodium chlorite)
I'd get back with your distributor and ask him/her to resend directions, or get the book, which is very thorough.

EDIT: as a test i mixed 9 TBSP water, 1 TBSP citric acid, and a tiny sprinkle of the sodium chlorite. It produced a funny smell and a yellow colour to the water. Is this normal?
