Watcher said they're 'manned' by software. Not sure which he may have meant. Could mean 'manned' by consciousness. One of Bill and Kerry's whistleblowers put it that way 'consciousness' too - don't know which one offhand, I think either Jake Simpson or Pete Peterson.
