I found this Chile TV progam about HAARP posted January 21st but I don't understand a word. It looks like mainsteam TV so I guess many people over there are aware of wheather warefare and that the sky changing colors before an earthquake could be caused by HAARP. Note that it happened in the middle of the night so chances are there won't be any footage of the sky this time.
There is also the possibility that these electromagnetic effects in the sky happen during natural quakes as well.
