I may be wrong here, but I think the water supply was deliberately shut off "supposedly" to save some fish stocks "smelts" I think. Someone posted on it here last week. So they save some small fish, and the people starve. I don't know how much the drought is playing a role in it.

If I am wrong on this, I stand corrected.
