They are searching for a few select people.

You may think thats a joke, you may mock all you like. However, couple the system here with GCHQs new capability for 2 second voice recognition and track ability... then couple that with praetorian Guards face and gait mapping technology you start to see what they want.

Its not surveillance per se, its watch , wait and capture.

But who are they looking for? and why? the answer lays within that vast DNA data base they want to build.
