This has been the case for awhile. Immigration is a huge issue in AZ. The state has been paying for illegal immigrants and the Fed owes the state money for inmates housed in AZ, many of them in the privatized facilities. The health care is better than old people get. I've always joked it's my plan B for health care. I think I am seeing more chronically ill parole violators come in. I'm sick of seeing young kids for drug offenses come in for drug use, and see the violent criminals set free. Your post makes me wonder how influential a lobby these private companies are, and how it effects our legislation and criminal justice system.
