This has been going on for a while now - all the databases have been connected and I've seen this in wales as I've worked on a few of them, wondereding why certain departements could access certain information when they were not related, obviously they are expanding and this is the legal framework for it. - A.I. heaven/hell!

They also use scams like Council Tax Benefits, making 80% of a cities populous eligable for it - they connect the data up and R.A.T. (technical term, can't remeber what it stood for) them out.

Totally agree with you Swanny ;-) It's mostly for the master plan of driving predicitve analysis on citizens profiles.
