I also read about this in a book series called "The Ra Material" it is basically a channeling information coming from a higher density ( i think it was fifth) explainin how there has to be min. level of consciousness ( positive or negative) to be attained before galactic federation acts upon it.

I was amazed when I first read the book, still have not read all of the series.

but what you say here and I also come across this inf on other websites, make sense.
