Guys, putting myself in the shoes of the PTB for a moment: I believe any martial law won't be declared until after April 1, 2010 the date of the census. Of course, they could declare martial law before that and just force everyone to be counted, but it would be messy and disorganized.
Ok, removing those nasty shoes now.....
